Comments do not use Alloy Editor after upgrade to 7.0

    Description

    Steps to Reproduce:

    1. Upgrade attached 6.2.10 dump to 7.0 portal
    2. Start portal
    3. Add Page Comments to the welcome page (or Blogs portlet)
    4. Attempt to add a comment

    Expected Result:
    Comment entry field is an AlloyEditor.

    Actual Result:
    Comment entry field is not an AlloyEditor instance.

    Reproduced on:
    Note Unable to reproduce by performing the upgrade on Windows, but it is reproducible on CentOS and MacOS.
