The issue is related with "portal.proxy.path" is configured and enable SPA, and Liferay is accessed via a proxy server. In this scenario, we are unable to download the file by clicking link (<a> label) which we added it in content field.
Steps to reproduce
1. Configure apache as the followings in httpd.conf.
2.Set portal.proxy.path=/abc in portal-ext.properties
3.Start master or (DXP bundle)
4.Upload any file (I used a jpg) in document and media portlet.
5. Add a Web Content article, and link this document to its content.
Note: it doesn't include target="_blank". (At this progress, you might not use alloyeditor, so you may disable "portal.proxy.path" and create this article, and then enable this property "portal.proxy.path" by restart server to test the issue)

6. If target doesn't set, publish the content
7. Preview the content(Web Content-Display Article List->Preview) or display it in Web Content Display, click the link.
When click the link, document can't download as attachment.
When click the link, document can be downloaded as attachment.
Note: if we don't configure the "portal.proxy.path", the issue won't occur.
