After upgrade, Mobile Device Rule information isn't retained

Steps to Reproduce:

1. Start 6.2.10 bundle
2. Deploy 51degrees lpkg
3. Navigate to Site > Configuration > Mobile Device Families
4. Add Mobile Device Family
5. Configure a site page
6. Select the Advanced tab
7. Expand the Mobile Device Rules panel
8. Turn off the option for using the same rules as Public Pages
9. Add the family from step 4
10. Select Manage actions for the family
11. Add a Redirect to URL action
12. Set the action to redirect to http://www.google.com
13. Upgrade database to DXP + FP 13
14. Deploy 51degrees lpkg
15. Start DXP + FP 13 bundle
16. Configure the site page from step 5
17. Select the Advanced tab
18. Select Manage actions for the family
19. Edit the rule

Expected result:
The details of the mobile device rule are retained.

Actual result:
The rule is retained, but editing the rule shows none of the details from before the upgrade.

Tomcat 8.0.32 + MySQL 5.6.
