Windows environment does not automatically grab the MySQL connector JAR if it is missing

      Description

      Issue
      If a MySQL database is configured to a Liferay DXP Tomcat environment within a Windows environment, and the MySQL connector JAR is missing, the JAR file is not automatically obtained.

      This behavior is in contrast to macOS and Linux environments where the MySQL JAR will be automatically downloaded to the TOMCAT_HOME/lib/ext directory.

      Steps to Reproduce
      1. Create a MySQL schema
      2. On a Windows environment, set up Liferay DXP + DE-13 on Tomcat to connect to the new MySQL database schema, also, ensure that there is no MySQL JAR in TOMCAT_HOME/lib or TOMCAT_HOME/lib/ext
      3. Start up the server

      Actual Behavior
      Server fails to start up because of missing MySQL connector JAR

      Expected Behavior
      Server will start up without issues, and interface with the MySQL database because the server will automatically obtain the MySQL connector JAR (as in the case of macOS and Linux environments)
