When the file entry is modified, the article changed and it be published to live

Steps to reproduce:

1. Add a blank site(test site), enable staging.
2. In liferay site add a image on DM.
3. Go to test site, add a web content with a image from liferay site.
4. Publish to live.
5. Go back to liferay site and modified the image.
6. Go to test site confirm the web content.

Expected result:
The article shouldn't change.

Actual result:
The article changed. Although I didn't publish it to live, it still show the modified image in live.
