Shortcut cannot be viewed by guests in remote live

Steps to reproduce:

1. Enable Remote Staging for DM
2. Add DM portlet to page
3. Add DM document
4. Add shortcut to document
5. Assert document and shortcut can be viewed by guests
6. Publish to Remove Live
7. In the remote site, sign out

Expected result: The shortcut and the document can be viewed.
Actual result: Only the document displays. Shortcut is not present.
