Cannot publish Web Content article if Permissions changed from the edit page

      Description

      If the Permissions for a Web Content article are edited in the edit form (using the menu shown in the attached screenshot), the user cannot publish changes to the article itself unless the form is refreshed.

      Steps to reproduce:

      1. Create a Web Content article and Save as a Draft from Content administration
      2. Edit the saved content and click Permissions (from the menu in the top right corner)
      3. Add permissions and save
      4. Publish the content (with or without adding more changes)
        Expected result: It would publish with no errors.
        Actual result: The article fails to publish, with the error message, "Another user has made changes since you started editing. Please copy your changes and try again."
