In Liferay 7.0 the action to create pages has been moved to the new product menu so that it's always performed in the context of seeing the whole page hierarchy. While this is useful for large sites it also involves taking more steps, which is sometimes undesirable.
In order to provide better support for cases where a new pages is desired from within the current page, the proposed solution is to allow an in-place action that adds the page to the current context.
In particular, it is proposed that this in-place action is shown in the portlet topper of the navigation portlet following the same pattern of the Asset Publisher portlet.
During the design and development of this story it should be determined whether the page should be a child of the current page, a sibling, or some other alternative depending on the configuration of the navigation portlet.
