When DLFileEntry from a different site is deleted, the staged article with DLFileEntry is not updated for publishing

      Description

      Steps to reproduce:

      1. Set up two bundles for remote live staging
      2. In the staging bundle, create a new site
      3. In the new site, add a Documents and Media entry
      4. Navigate to the staging site
      5. Add a web content structure and template with a Documents and Media field
      6. Add a web content article using the structure and template and reference the Document Library entry
      7. Publish the staged changes
      8. Delete the Documents and Media entry from the added site
      9. Navigate to the staged site
      10. Navigate to Publishing > Staging and add a new publishing process
      11. Under "Content" select "Choose Content"

      Expected result: Web content article with deleted DLFileEntry reference is ready to be published
      Actual result: Web content article is not displayed as ready for publishing
