Asset Publisher can't find web content that using a structure contains geolocation and the value is empty

Actually, I am using SP3 + FP16, but FP16 hasn't been Affects Version/s list.

 

Step to reproduce：

1. Disconnect laptop from the internet. The reason to do this is because this will make the geolocation value empty.
2. Add a web content structure with Geolocation field and also add a template for the structure
3. Add a web content folder with structure restrictions using the new-created structure.
4. Add some web content in this folder
5. Add an Asset Publisher to the page.
6. Config the Asset Publisher's source Asset type is Web Content Article and the Web Content Article Structures is the newly-created structure.
7. Save

 

Expect Result: the articles should be listed

Actual Result: No results.
