PageRatingsPortletDataHandler#importData does nothing

I have found this issue while investigating LPS-72440. I can't actually reproduce it manually by using the portal since ratings get exported by other calls directly made to the RatingsEntryStagedModelDataHandler from different places. But the fact is that if anyone is relying on PageRatingsPortletDataHandler to import ratings, it won't work.

I believe LPS-56367 might be broken because of this.
