liferay_util html-top doesn't have any effect on portlets included in the theme

Breadcrumb display template "arrow" uses the <@liferay_util["html-top"]> tag to include custom css.

If the portlet is included into the theme with the <@liferay_portlet["runtime"] tag , the css is not loaded.
