Unable to access App Manager due to an NPE in an internal OSGi package

      Description

      Unable to access App Manager due to an NPE being thrown inside OSGi framework jars. See attached log.txt for a stack trace.

      In the event that we can't prevent this NPE from happening, we should gracefully handle the situation by show the user that the current status is "unavailable" instead of blocking the portlet from loading. For other internal process, we can consider these cases to be unavailable.
