Description:
Mobile Device Families has two resource permissions that appear to be identical. See screenshot comparing 6.2.x and master

This is a partial backport of LPS-63573 since that issue is not needed in ee-6.2.x.

Steps to replicate:
1. Log into Liferay 6.2 as an administrator.
2. Navigate to Admin > Control Panel > Roles.
3. Choose Power User role and click Define Permissions.
4. In the search bar, search for "Mobile Device Families" and click the result.
5. Verify that Resource Permissions > Mobile Device Families contains two permissions named "Add Device Family" that appear to be identical.
Expected Results:: Add Device Family is not listed twice
Actual Results: Add Device Family is listed twice
