It seems since we introduced LPS-38198, we disabled on purpose the possibility to change a site's language other than default when site template propagation is enabled - and vica versa.
The desired change in product behavior would be to allow these features to work in parallel.
An example use case would be to maintain several sites with site template propagation, while the sites have different languages.
When there are a lot of sites involved, turning off propagation is not an option.
Imagine the page layouts within the site templates are designed for different languages, however there is no way to set the preferred site language when propagating.
The ability to set a site template's default display language directly, would be also a helpful feature for this use case.
