Unable to change the scope under Content

Steps to reproduce issue:

1. Add a new page, named Page1.
2. Add Blog portlet to this page.
3. Go to Configuration > Scope tab, select Page1 as its scope.
4. On the Product Menu, click Liferay DXP (site) > Content > Blogs.
5. Click the config icon near Default Scope to change the scope.

Expected result: The scope list expands, could change the scope to Page1.
Actual result: No scope list expands, unable to change the scope.

Note: Same issue occurs on Knowledge Base.
