[Form Builder] When in mobile view, opening page options makes screen scroll up

Steps to reproduce

1. Go to Content > Forms
2. Add a Form
3. Add a text field
4. Go to mobile view
5. Scroll the screen down, but the kebab menu to add a new page should still be visible
6. Click on the kebab menu to add a new Page

Expected result
The menu should open and the screen stay as it is.

Actual result
The screen scrolls up. See attachment.
