JavaScript Error when adding article after configuring article view permissions check

      Description

      Steps to reproduce issue:

      1. Navigate to Control Panel > Configuration > System Settings
      2. In the Web Content setting, enable article view permissions check configuration
      3. Save the configuration
      4. Navigate to Content > Web Content
      5. Click [ + ]
      6. Provide a title
      7. Provide content

      Expected result: No JavaScript Errors thrown when adding web content article
      Actual result: Error is thrown in the developer console:

      Error: Namespace "goog.string" already declared.
