      Description

      Steps to reproduce:

      1. Set the following property (or uninstall every Chat module), then start portal:
        module.framework.properties.blacklist.portal.profile.names=com.liferay.chat.service,com.liferay.chat.web
      2. Go to Control Panel > Configuration > Instance Settings
      3. Check the checkbox for "Require strangers to verify their email address?" in Authentication > General
      4. Click instance settings in Control Panel> Configuration > Instance Settings again

      Actual result:
      A blank page displays.

      Expected result:
      Instance settings page displays.

      Workaround:
      Navigate back to home page via url.
