Web Content Articles expire long before their expiration date has been reached

      Steps to Reproduce

      1. Create a Basic Web Content
      2. Set the expiration date to 22 hours in the future
      3. Wait 15 minutes
      4. Assert the article is expired

      The issue is that there are two Check Interval properties for checking and expiring Web Content articles. The first is under Web Experience > Web Content Administration and the second is under Web Experience > Web Content. The first property sets the interval for how often articles are checked for expiriation (15 minutes by default). The second sets how far into the future we should retrieve articles for expiration (24 hours by default).

      In previous versions, there was only one property to govern the interval so we should remove one of these properties in order to maintain the correct behavior.
