Steps to reproduce:

1. Navigate to Content>Forms and add a new Form.
2. Add a field with a label.
3. Open the Rules tab and add a new rule.
4. configure the conditions and actions, referencing your field somewhere. (ie, If fieldname Equal value 'test', show fieldname)
5. save the rule and return to the Builder tab.
6. click Save Form.

Expected outcome:
Form is sucessfully saved.
Actual outcome:
Forms portlet crashes, displaying a nonstandard error. language selector breaks.

Tomcat 8.0.32 + MySQL 5.7.17. Portal master GIT ID: 3093baf677062a452989b69c3285fba415fcfffa.
