Test NPM modules for node.js shims are being exposed in loader configuration

      Steps to reproduce:

      1. Start portal
      2. Fetch /o/js_loader_modules

      Expected result:

      No test modules appear.

      Actual result:

      Some test modules appear (see attached image).
