Mobile Device Rules do not update in site page configuration if more than one change is made

Steps to Reproduce:

1. Navigate to Site > Configuration > Mobile Device Families
2. Add two Mobile Device Families
3. Select Configure Page for any site page
4. Navigate to the Advanced tab
5. Expand the Mobile Device Rules panel
6. Turn off the option for using the same rules as Public Pages
7. Add both families created in Step 2

Expected result:
With every deletion and addition of Mobile Device Rule, the changes should reflect on the page.

Actual result:
When deleting or adding new updates, only the first deletion/addition are reflected on the page. This also occurs for adding more actions like adding a rule to a family and reordering prioritization.

Reproduced on:
Tomcat 8.0.32 + MySQL 5.6.
