Velocity was deprecated in Liferay Portal 7.0 and the recommendation was to migrate to Freemarker.

We need to remove Velocity support for themes from Liferay Portal 7.1 so we can better focus on existing and new template engines.

However we won't remove the velocity engine yet as it is used for other purposes (like DB upgrading or DDM).
