Steps to Reproduce:

1. Add Search Bar portlet to page
2. Open portlet kebob dropdown and choose Configuration

Expected result:
Destination page parameter has a tooltip to clarify the input format.

Actual result:
Destination page doesn't have a tooltip, so it's unclear how to set the destination page (url vs page name, etc)

Reproduced on:
Tomcat 8.0.32 + MySQL 5.6.
