Child page dropdowns don't appear on mouse hover for touch-screen laptops with their touch drivers enabled. Currently the behavior is that when touch is enabled, only touch events are listened for, not mouse events.
Steps to Reproduce
1. Make sure you're using a touch-screen laptop with the touch screen driver enabled.
2. Create a page called page2.
3. Create a child page for that page, named childPage2.
4. Go to the home page for your site and try and mouse over page2 in the Navigation Menu.
Expected Result: A menu with all of page2's child pages, including childPage2, should appear.
Actual Result: No dropdown menu appears on mousing over the page.
