Portlets added under Nested Applications lose ordering after refresh

      Description

      Adding a Nested Applications portlet with content inside of it, then dragging Web Content under it in a particular order may add the portlets in the wrong order internally, causing the order to change after being refreshed.

      Steps to reproduce:

      1. Add a new page with the default 2-column layout
      2. Click the '+' in the upper-right, and then under "Content" add three new Web Content (numbered to be easily recognizable)
      3. Add a Nested Applications portlet in the right column
      4. From the "Content" menu, drag the first Web Content (WC1) into the Nested Applications portlet
      5. Drag the second Web Content (WC2) under the Nested Applications portlet
      6. Drag the third Web Content (WC3) between the Nested Applications portlet and WC2
      7. Refresh the page

      Expected result: the order of portlets appears the same as before refresh (Nested Applications, WC3, WC2)
      Actual result: the order of portlets appears to change (to Nested Applications, WC2, WC3)
