Install empty Liferay Tomcat 6.2 EE (latest fix-pack) bundle and make that point to the external database. Start the server, logging and see that everything is fine.
Upgrade this server DXP tomcat bundle, which has already developer license activated and start the server and go to see License manager. Instead of seeing License manager you see "This portlet is inactive. Please contact your portal administrator to enable it."
