Is possible deactivate a workflow definition with associated resources

      Description

      Steps to Reproduce:

      1. Go to Control Panel ->  Configuration -> Workflow -> Schemes.
      2. Associate the definition with a Resource.
      3. Go to Control Panel ->  Configuration -> Workflow -> Workflows.
      4. Try to Deactivate the definition.

      Expected Result:
      The workflow definition can not be deactivated and an error message is displayed "You cannot deactivate or delete this definition. There are process instances that reference this definition."

      Actual Result:
      The workflow definition is deactivated.
