Steps to reproduce:

1. Login as admin
2. Open the product menu
3. Open 'Navigation' panel
4. Assert only 1 Welcome Page displays
5. Click 'Liferay DXP' link on page header

Expected result:
Only 1 welcome page under navigation item.

Actual result:
It shows 2 welcome page under navigation item.

NOTE Refreshing page fixes the issue. Deactivating SPA also fixes the issue.
