Currently System Settings is able to provide an automatically generated UI where each configuration interface gets its own form.

The goal of this story is to extend this capability to allow developers to add custom screens (and actions) to System Settings as well. This custom screens could provide any type of configuration UI desired (not necessarily backed by ConfigAdmin).

The proposed way to achieve this is to allow developers to register RenderCommands to the System Settings portlet and provide a way to add them to the navigation. Maybe the new ScreenNavigation infrastructure could also be leveraged.
