Step to reproduce:

1. Start a clean liferay bundle
2. Deploy the com.liferay.portal.rules.engine.sample.web into bundle, which you can build from ${source}\modules\apps\forms-and-workflow\portal-rules-engine\portal-rules-engine-sample-web
3. Go to My Account > Account Settings > Identification to add address info
   • Street 1: 1400 Montefino Ave
   • Postal Code: 91765
   • Country: United States
   • Type: Personal
   • City: Diamond Bar
   • Region: California
4. Add a Tag named americas(NOTE: the name should be americas)
5. Add a Web Content with tag "americas"
6. Add a Sample Drools on page
