External user invitation directs to login page instead of create account

1. Setup smtp settings to use your google account (https://grow.liferay.com/people/How+to+setup+Liferay+to+send+emails+through+Gmail)
2. Install de-32
3. Login as admin
4. Create a Private Page
5. Add the "Invite Members" Portlet to the Private Page
6. Go to "Invite members to this site."
7. Invite another user by entering a vaild Email (Be sure the user does not exist in Liferay)
8. Logout
9. Open the received Email
10. Click on the link "Create Account" in the Email.

 issue: The User is redirected to the Login Page.
(When the "Invite Members" Protlet is set on a public page the User is redirected to the Create Account Page as expected)

 Expected: The User is redirected to the "Create Account" page.
