Allow admins to change password even though password changing is not permitted

Background
Currently, all users including administration cannot change the password when setting Password Changes > changeable in Password Policies to NO.
This functionality is limiting the admin users to workaround troubles with non-admin users when, for some reason, they need to change the password.

Feature request
It would become more flexible if there are ways admin user can change the password.
