Steps to reproduce

1. Start Liferay with FP26 and login as admin
2. Add user "user1" who just has User Role
3. Go to Users > Roles > User > Define Permissions
4. Add below permissions and Save
   Administration > Navigation > Site Pages
   　[General Permissions]
   　　 - Access in Site Administration
   　[Resource Permisisons]
   　　 - Manage Pages
5. Login as user1 and check the product menu.

Result:
The Staging Panel App is visible, but the user cannot manage the settings, see the Staging.png.

Expected:
The Staging Panel App is not visible
