Steps to reproduce
1. Start Liferay DXP + DE-32
2. Create user 'UserA' and assign site role Site Administration of default site to the user
3. Login as UserA
4. Go to default Site (Liferay DXP) > Configuration > Site Settings > Advanced
5. Site Roles > click Select
6. input any words in Search
Actual Result
"Roles is temporarily unavailable" error message appears with a stack trace:

Expected Result
Since the user is a Site Administrator, I would think that they should have the roles required to access the portlet.
