This ticket follows LPP-27889 where our SME has confirmed that this issue may be unintended.
The customer is using HTML Message Format (instead of the default BBCode) in Message Boards portlet. In DXP, the default editor is listed as editor.wysiwyg.portal-web.docroot.html.portlet.message_boards.edit_message.html.jsp=ckeditor in portal.properties.
CKEditor's link UI contains a "Target" tab which allows you to specify the link target (i.e. you can choose the target such as a new window in _blank or in a parent window in _parent).
The problem behavior they are seeing is that no matter what they specify in the target of the hyperlink, it becomes stripped once it's published, both in the final published content, and if we go back to edit the thread in source mode.
Steps to reproduce the behavior
1) Start up Liferay DXP
2) Go to Liferay DXP (Site) > Contents > Message Boards
3) In the top right corner, click the secondary menu (⁝) > Configuration > Change the Message Format from BBCode to HTML, and Save
4) Create a new thread, and add a link through the CKEditor/Alloy Editor UI, and specify the Target to _blank (new window)

5) Publish the thread
6) Revisit the thread, and click on the link
The link opens in the same window. Also, upon inspecting (i.e. editing the thread) the source of the published thread, we can see that target is stripped from the link.
