Steps:

1. Create a hierarchy of 3 layouts (lvl0, lvl1, lvl2)
2. In lvl1 place a new navigation menu portlet
3. Configure it using list menu and parent at level options
   1. Root Page Level = 0
   2. Root Page Level = 1
   3. Root Page Level = 2
   4. Root Page Level = 3

Current behaviour with each option:

1. Shows the full layout tree
2. Shows lvl2
3. Shows lvl1>lvl2
4. Shows an error message

Expected behaviour with each option:

1. Shows the full layout tree
2. Shows lvl1>lvl2
3. Shows lvl2
4. Shows an error message
