Language key is displayed in System Settings for Export/Import Service configuration

Description
Control Panel > Configuration > System Settings displays the language key for the Export/Import Service configuration, rather than the actual name. This issue only affects 7.0.x; in master, it is fixed by LPS-68496. When LPS-74130, which added this menu, went through review, it was modified in a way that was fine for master but caused this issue in 7.0.x; then it was auto-backported, preventing the backporter from being able to test it in 7.0.x before moving forward with the review. These events led to this issue being experienced now.

Steps to Reproduce
1. Start up Liferay 7.0 and log in as the admin user.
2. Navigate to Control Panel > Configuration > System Settings.

Expected Result: There is an entry with the name "Export/Import Service".
Actual Result: That entry instead has the name "export-import-service-configuration-name".
