When the new per-site page templates were implemented, they were created completely independent of the previously existing concept of page templates that can be defined at a global level. This is causing confusion since there are several inconsistencies, such as:
- It is not possible to create page templates for page types other than "Content Page" at the site level.
- The management of global page templates (of type Widget Page) is done through an specific purpose portlet within the control panel, instead of through the global "site"
For the end user both concepts of page templates should be unified with the only difference that they are defined at a different scope.
One possible improvement would be to integrate the "old" Page Templates into the new Page admin portlet. As part of that we would move the way to access it from the Control Panel section of the product menu into the Global site. Note however that the "Pages" tab should not be visible from "Global" since that scope cannot have pages.
