Web Content validation error through Import, former article does not meet Structure requirements

      Description

      Reproduction steps:

      1. Create a new Structure in the Content -> Web Content context menu -> Structures page
      2. Add a Text field with any name, make sure it is not required
      3. Create a new Template to the Structure in the Content -> Web Content context menu -> Templates page
      4. Create a new Web Content with the newly created Structure (do NOT fill the not required field)
      5. Modify the Structure's field to 'required'
      6. Export the Web Content (Optional if Staging is used)
      7. Import the exported LAR file, or set up Local Staging

      Expected Result:

      • The Web Content will be imported properly.

      Actual Results on 7.0.x:

      • Import process fails, with log error messages about Validation errors

      Actual Results on master:

      • Import process will finish with Success, but Web Content won't imported
