Attachments in Knowledge Base are not saved temporarily as soon as they are uploaded

      Description

      When adding an attachment in Knowledge Base the attachment is automatically saved in a Documents and Media Repository as a temporal file. This helps the user because he doesn't need to select and upload the attachments again in case he closes the window, receives an error when adding the knowledge base article or any other unexpected issue.

      However, this feature is no longer working in the current master and it can be reproduced using the following steps:

      1. Go to Site Administration -> Control panel
      2. Click Add button to add a new article
      3. In the form fill in the title (not the content) and upload some attachments in the attachments panel.
      4. Click publish button. 

      Expected behaviour: The user receives an error because he needs to fill in some content and the attachments are displayed so they can be checked to include them in the article.

      Current behaviour: the attachments that were uploaded in step 3 are lost.
