Can not edit Image Description for new locales in New Web Content because image must be reselected each time

Steps to Reproduce:

1. Go to Liferay > Web Content
2. Go to Structures
3. Create a new Structure (Name: WC Structure Name / Description: WC Structure Description)
4. Add an Image field
5. Save
6. Go to Liferay > Web Content
7. Add a new Web Content based on the Structure you created (WC Structure Name)
8. Add a Title
9. Upload an Image
10. Add a Image Descrition
11. Add a another Locale (Spanish (Spain))
12. View image
13. Try to Edit Image Description

Expected Results:
User should be able to edit Image Description field according to location. Image should still be selected.

Actual Results:
Image Description field is locked. Image is not longer selected. User must choose an image for each translation.
