Move social-activities taglib to an osgi module

Social Activities is a core taglib <liferay-ui:social-activities that is used only in web modules, so we can safely modularize it and move it to an OSGi module.

We need to do this because we also need to modularize the <liferay-ui:rss taglib and this taglib uses liferay-ui:rss, so in order to modularize rss taglib we need to modularize social-activities first.
