Avoid overwriting UAD bundle versions after initially generating them

We need to maintain consistent bundle versions after a given UAD bundle has been released. Attempting to automate updates to these versions would likely require a lot of complicated logic if it is even feasible. Thus, the versions will be maintained manually, which means they can't be overwritten by the code generation process. To effect this, we want to generate UAD bnd.bnd files when they don't exist. However, when they do exist, we want to skip generating them.
