Steps to reproduce issue:

1. Open product menu
2. Expand Control Panel panel
3. Expand Site Administration panel

Expected result: Control Panel panel is collapsed because Site Administration panel is open.
Actual result: Control Panel panel is open, and Site Administration panel is open.

Reproduced on:
Tomcat 8.0.32 + MySQL 5.7
