Description
Steps to reproduce:
1) Login as omniadmin
2) Create a new user "UserB"
3) Place a Private Messaging portlet on the dashboard of omniadmin and UserB
3) Write a message with attachment to UserB
4) Login as UserB
5) Read the message from omniadmin
Result: UserB does not see attachment and View Permission error occur
