Currently a Standard Page (previously known as Content Page) is automatically considered to be ready (and thus visible for end users) the first time it's saved. Since saving is automatic, it means that as soon as it's created it will be visible to end users (assuming it's been added to a menu or they know the URL, of course), even if the page is not yet finished by the page admin (Marketer, ...). This is often not desired.
The goal of this story is to keep a Standard Page in a draft status until a "Publish" action is explicitly activated by the page creator.
When a page is in draft status, it should not be shown to end users in a navigation menu to which it belongs.
When a page is in draft status and it's accessed directly using its URL, users with permission to edit the page should be able to view it, but users without this permission should get a response informing that the page does not exist.
The user should be able to discard a draft to go back to the last version published.
