Can not add page to a site changed the default language

Steps to reproduce:

1. Start portal and login as test user.
2. Go to site settings, change the default language from en-us to any others, like Chinese.
3. Add a page to this site, template is layout.
4. Try to save the new added page.

Expected result:
Page could be added.

Actual result:
"An unexpected error occurred" displayed.
