When you're setting user roles permissions at the control panel, there is no option related to create a new workflow. Today, only the administrator role is able to create a new workflow definition, so if you create a new user role different from that, there is no way to allow the creation of a workflow definition.
Obs: This issue is happening on master-private. On master the role with permission "Workflow: Access in Control Panel" can add workflow definitions.
